Overview

Leor Meller is a partner in the Corporate and Real Estate Practice Groups of the firm, where he specialises in transactions relating to corporate governance, tenders, mergers and acquisitions, real estate, and project finance.

 

Leor’s real estate practice includes contracts for all types of land development projects from the construction of new buildings and renovations of luxury homes on private land to large-scale projects on public land. He often represents foreign buyers of local luxury residences.

 

Leor also advises international companies on their participation in tenders in partnership with local companies. He also advises clients on financing options for acquisitions, projects and international partnership agreements.

 

Leor joined S. Horowitz & Co. in 2005, where he completed his internship and qualified as an Israeli advocate.

Experience

Leor’s experience includes assisting in:

 

  • Representing hundreds of private land owners in a real estate project worth $250 million for the construction of over 400 housing units in the largest residential development currently taking place in Tel Aviv – “Kikar Hamedina” – one of the most prestigious districts of the city of Tel Aviv
  • Preparing the tender for Tel Aviv’s light rail project
  • advising the State of Israel on negotiations with the concessionaire of Israel’s longest toll road, Highway Six, regarding the main section thereof
  • Drafting revised standard mortgage agreement documentation for Bank Hapoalim, following the court’s decision, based on the Ombudsman’s recommendation, that agreements should be standardised across banks without the draconian terms and language used in the past
  • Drafting contracts for the commercial development of large tracts of lands for new luxury neighbourhoods in Haifa, Zichron Yaakov, and Savyon

Other Activities

During his legal studies Leor:

 

  • Participated in a program providing representation for indigent defendants in criminal cases, as part of Tel-Aviv University’s Clinical Legal Education Program
  • Volunteered to help unrepresented workers exercise their rights in the Tel-Aviv Labour Tribunal as part of the “Halev Bamishpat”(the Heart in Justice) program
