Overview

Tomer leads the Cybersecurity and Privacy group of the firm.
He has extensive experience advising clients on matters of privacy and data protection, databases, collection and use of personal information, cross-border data transfers, e-commerce, internet websites and tools, mobile applications, spam and direct mailing, telecommunications, and consumer protection matters.

Tomer also advises companies with respect to cyber events in real-time, including cases of hacking and data breach, and represents clients before regulators within the framework of privacy and data protection investigations.

As a member of the Dispute Resolution Group, Tomer represents clients of the firm on a broad range of civil, contractual, and administrative matters, before the entire range of Israeli courts, including the High Court of Justice. He has extensive experience representing clients in class actions, shareholder disputes, and administrative procedures.

Prior to joining S. Horowitz & Co., Tomer worked as a software developer at IBM’s R&D Laboratories (2005-2008).

  • Advising Paz Group (Israel’s leading energy corporation), in matters relating to consumer protection, privacy and data protection, internet law, e-commerce, mobile application, etc.
  • Advising one of the biggest telecommunications and media groups in Israel on matters of privacy and data protection.
  • Representing Israel Electric Corporation in a large number of high-profile class action proceedings, estimated at billions of dollars, including claims related to electricity tariffs, consumers, electricity supply and national mega-shortage.
  • Representing shareholders of public and private companies in high-scale, complex disputes, estimated at hundreds of millions of dollars.
  • Representing Booking.com B.V., the world’s leading digital travel company, in class actions filed against it with respect to the Booking.com website.
  • Representing one of the largest international pharmaceutical companies in Israel, in class actions against the company regarding patient leaflet inserts, estimated at hundreds of millions of dollars.
  • Representing one of the biggest infrastructure companies in Israel in arbitration estimated at hundreds of millions of dollars, regarding cybersecurity issues.
  • Representing the Israel Electric Corporation in a large number of high-profile petitions before the High Court of Justice, estimated at billions of dollars.
  • Advising leading domestic and international entities regarding cyberattacks in real-time, including in cases of data-breach, ransom and shutdown attacks.
  • Representing key individuals in the cybersecurity industry in Israel in dispute in the field of cybersecurity.
  • Representing and advising various clients in procedures before the Israeli privacy regulator (the Privacy Protection Authority).
  • Representing and advising various clients in registration of databases with the Privacy Protection Authority, and in execution of privacy compliance and enforcement programs.
  • Representing Reshet, the franchise of a major TV channel, in a dispute with the franchise of another TV Channel, regarding the rights of the TV show “Survivor!”.

Other Activities

Tomer is a guest lecturer at the Bar-Ilan University Faculty of Law, where he teaches the “Law and Technology” course.

As a student, Tomer served as a research assistant at Tel Aviv University in the field of contract law, and has since assisted in teaching “The Art of Litigation” course at Tel Aviv University and at the Hebrew University of Jerusalem.

Tomer is a member of the Lex Mundi Global Cyberbreach Rapid Reaction Force.
