Noa Glazer-Becher has a diverse real estate practice, handling all aspects and stages of real estate transactions.  In her real estate work, she focuses on advising on joint ventures, drafting and negotiating sale and purchase agreements, combination agreements, construction agreements and BOT agreements, urban renewal projects (including “Evacuation and Reconstruction” agreements and agreements for executing projects in accordance with National Outline Plan 38 (Tama 38)), purchasing groups, commercial leases, tenders and the financing of real estate and construction projects.  Noa also advises corporate and private clients in connection with various land right- disputes and assists clients in registering their rights with the official Land Registry.

Noa also acts for local and foreign non-profit organizations, charities, amutot, public benefit companies and private endowments. Her expertise in this field includes establishing, registering and managing ongoing filing and regulatory requirements on behalf of these entities and, in particular, providing practical advice on Israeli regulatory framework applicable to non -profit organizations and the manner in which they should operate in Israel.

Experience

Noa’s experience extends across a wide range of matters, including:

  • Representing a conglomerate of hundreds of private land owners in a real estate project worth over USD 750 million for the planning and construction of three luxury residential towers, comprising approximately 40 floors and 453 housing units, in “Kikar Hamedina” – one of the most exclusive areas in Tel Aviv. Representation encompasses all aspects of the project including, inter alia, the formulation and execution of a cooperation agreement between the owners of the project, advancing the procurement of building permits for the project, drafting agreements with the relevant professionals required to execute the project including architects, project managers, planning advisors, contractors and other consultants, conducting negotiations with the Tel Aviv Municipality regarding the project, and handling the complex financing issues relating to the project.
  • Representing the Weizmann Institute of Science on a number of complex real estate transactions, including: acting for the Institute in a combination real estate transaction together with the Gav-Yam Group, for the construction of the Tamar Science Park in Rehovot, representing the Institute in a joint transaction with the Africa-Israel Group, in which the Institute purchased 40% of the Kiryat Weizmann Park in Nes Ziona, and providing ongoing legal counsel regarding the planning and construction of a residential area for the Institute’s scientists within the Institute’s campus.
  • Providing ongoing counsel and project advice to the Paz Oil Group, Israel’s largest fuel company, in connection with real estate transactions, including: a transaction for the sale of land measuring approximately 70 dunams located in the Pi Glilot Compound to a partnership headed by the Israel Canada Group, sale of the rights of Paz in the Paz-Mivnei Gazit office building project in Tel Aviv, and a luxury “evacuation and construction” project in Jerusalem.
  • Representing KAN – The Israeli Public Broadcasting Corporation (successor of the former Israel Broadcasting Authority), in all real estate matters, including multiple complex transactions such as the purchase and/or lease of various structures across Israel designated for use as offices, archives and/or broadcasting studios.
  • Representing Beit Berl College and Ruppin Academic Center before the Israel Land Authority, with respect to the regulation of land rights.
  • Representing and providing legal support to entrepreneurs and owners of private apartments in transactions for the realisation of projects under National Outline Plans (Tama) 38/1 and 38/2, in several major cities in Israel.
