Adv. Pnina Sheffer Emmanuel is a partner at S. Horowitz and co-head of the White Collar department and the Regulation and Environmental Quality department at the firm.
Pnina has extensive experience representing clients in complex criminal and administrative cases, across a wide range of economic offenses and regulatory violations, at all stages of legal proceedings. From investigation and detention and release hearings, through contacts with various law enforcement agencies and regulators, to trial and appeals in all judicial instances.
Over the years, Pnina has represented defendants in some of the most prominent and precedent-setting white collar cases in Israel, and her clients include senior executives and officers in the Israeli economy, public figures, leading Israeli and international corporations, government companies, banks and leading non-profit organizations.
Pnina also provides ongoing counsel and legal opinions to leading Israeli and international entities on various criminal and regulatory matters, and advises her clients on corporate governance and compliance with Israeli legislation and regulation. As part of this activity, Pnina assists in conducting internal corporate investigations and in preparing compliance and enforcement programs for corporations in various fields.
Pnina also advises and accompanies legislative processes on behalf of the firm’s clients, takes active part in study days and conferences, and conducts training sessions and lectures for managers and directors in various forums regarding the criminal exposure of corporations and officers due to criminal violations, and ways to reduce it.
In the field of regulatory enforcement, Pnina leads an extensive and unique practice of counsel and representation in the field of occupational safety and health, and in this framework, accompanies companies vis-à-vis the Safety Administration at the Ministry of Labor, the Ministry of Construction and Housing and the Contractors Registrar, in various administrative proceedings, and also accompanies investigated and accused parties in criminal proceedings for violation of safety laws. This, alongside ongoing counsel to her clients, implementation of risk management processes and application of internal enforcement programs.
Based on her expertise in environmental law, Pnina advises industrial plants, infrastructure developers and energy companies on regulatory compliance and risk prevention matters, represents in civil lawsuits, administrative petitions, class actions and criminal and administrative enforcement proceedings, and also advises and handles transactions involving various environmental aspects.
