Our partners Eran Bezalel and Hagar Pines together with Adv. Shira Flugelman of our firm, are representing Haifa Port in a monetary claim in the scope of roughly NIS 77 million filed with the Haifa District Court, against Noble Energy, and shipping agents operating on its behalf, in light of allegations that Noble Energy has unlawfully established a “private port” in the Leviathan natural gas field on Dor beach.

As asserted by the Port, in 2018 Noble Energy sought to import cargo for the purpose of its activities in the gas field and, accordingly, contacted Customs requesting authorization to directly offload the cargo in the gas field, arguing that it could not offload the cargo at the Port. As further asserted, in practice, Noble Energy used those authorizations in order to evade the payment of fees totalling tens of millions of Shekels to Haifa Port and the State Treasury, with it and its partners potentially creating a dangerous precedent, with respect to the offloading of cargo in the maritime territory of the State of Israel.
