Hilla qualified as an Israeli practitioner in 2007 and joined S. Horowitz & Co. in 2024, after having worked in the practice area of urban renewal at another leading Israeli law firm.
Hilla has 16 years’ experience working in this practice area – representing rights holders, project developers/entrepreneurs, [advising and accompanying] independent management projects, crystallizing and accompanying hundreds of renewal projects[, including, inter alia,] vacate and build (“pinui binui”) projects, National Outline Plan 38/1 (“Tama 38/1”) and National Outline Plan 38/2 (“Tama 38/2”) construction projects, throughout their various stages, and acting in diverse real estate transactions.

Current and former positions held by Hilla include:

  • 2017-2020 Serving as a public representative director of Israel’s Sports Betting Board and chairperson of its Audit Committee
  • 2019-2021 Serving as a public representative director of Israel’s Football Association
  • 2005-2006 working as a legal trainee (articled clerk) while undergoing her internship at the Tel Aviv Magistrates’ Court – under the stewardship of Judge Hanna Plinner
  • 2024 appointed by the Israel Bar Association as a member of the Urban Renewal Committee for the Tel Aviv District
