Adv. Lance Blumenthal specializes in infrastructure, construction and energy mega-projects as well as complex contractual disputes, tender submissions and corporate and commercial transactions for international and Israeli companies.

Widely published in multiple local and international publications, Lance is recognized for his extensive knowledge and experience in the Israeli infrastructure arena having represented contractors, subcontractors and project owners.

Lance began his legal career at Norton Rose Fulbright in Johannesburg, South Africa and prior to joining S. Horowitz & Co. in 2016, served as managing partner at Blumenthal Attorneys in South Africa, specializing in infrastructure, commercial litigation and transactions. Additionally, as part of his legal work, Lance volunteered at ProBono.Org where he focused on family law and refugee assistance.

  • Tenders and Government Procurement Disputes – Handling legal challenges in public tender processes and state contract awards.

  • Acted for the China State Construction Engineering Corporation Ltd (CSCEC) in the design and execution of the Green Line of the Tel Aviv Light Railway Project, involving claims and contractual addenda worth hundreds of millions of NIS.
  • Acted for the joint venture of China Railway Tunnel Group (CRTG) and Solel Boneh in the execution of the Red Line of the Tel Aviv Light Railway Project, involving claims worth hundreds of millions of NIS.
  • Acted for Assmont GmbH in the design and construction of steel warehousing facilities in Caesaria worth tens of millions of NIS.
  • Acted for the joint venture of Minrav-Sacyr Vallehermoso in a BOT project for a desalination facility worth hundreds of millions of NIS.
  • Acted for multiple high-net worth clients in acquisitions of companies, real estate and commercial properties.
  • Acted for multiple international NGOs in the realization of contested property rights in Israel.
