Associate

Ilya Keselman is an associate in the Corporate and High-Tech Department at S.Horowitz, and a member of the firm’s Blockchain, Cryptocurrency, and Digital Assets practice group.

In his practice, Ilya advises founders, early-stage startups, established technology companies, angel investors, and venture capital funds, and serves as a strategic advisor to his clients throughout all stages of their business lifecycle, from entity formation through financing rounds and liquidity events.. His practice covers a wide range of matters, including corporate structuring, licensing, founders’ agreements, fundraising, and exit transactions.

 

In addition, Ilya provides counsel on regulatory compliance and commercial agreements, including partnership agreements, vendor agreements, as well as employment-related matters, offering legal, strategic, and, at times, operational guidance tailored to his clients’ business needs.

 

As part of his financial services practice, Ilya provides ongoing legal and regulatory guidance to clients operating in both Israeli and international markets, assisting them in navigating complex and evolving compliance requirements while adapting legal solutions to cross-border activities.

In particular, he advises companies and investors on the intersection between corporate law and financial regulation. His work focuses on structuring legal frameworks for emerging financial products and developing innovative legal structures for blockchain-based solutions, while also supporting cutting-edge ventures across crypto, fintech, and other emerging technology sectors.

In addition to his professional work, Iliya has been actively involved in academic and public policy initiatives. He served as a teaching assistant in the “Mergers and Acquisitions” course at the College of Management Academic Studies (2024–2025), was a member of the editorial board of Theoretical Inquiries in Law, an English-language academic journal focusing on interdisciplinary approaches to legal issues (2020–2022), and worked as a research analyst at the OMEK Institute, where he conducted legal and public policy research and assisted in drafting policy papers for members of the Israeli Knesset (2019–2020).
