Adv. Benjamin (Benny) Sheffer is a managing partner at the firm. He specializes in litigation and dispute resolution with particular expertise in disputes in the fields of infrastructure, energy, construction, and real estate, as well as corporate law.

 

Benny serves international and local clients in all stages of infrastructure or construction projects, from tender preparation through tender litigation, strategic contractual advice during execution, and crisis and dispute management. He appears before all types of forums, including mediation and arbitration proceedings (Israeli and international), and in all courts and administrative tribunals. His experience includes involvement in dozens of tenders, construction disputes, disputes regarding compliance with schedules, forfeiture of bank guarantees, representation in temporary injunctions of all types, disputes regarding cancellation of EPC and BOT contracts, construction and design defects, and more. He is recognized as a leader in the infrastructure field by The Legal 500.

Benny has expertise in leading representation also in broad-impact disputes in other areas. He has experience in corporate control disputes and inheritance-related disputes. In the past decade, he has developed unique expertise in disputes related to ownership of trusts and religious endowments, including regarding historic neighbourhoods in Jerusalem. He also leads representation in some of the most complex disputes in Hasidic communities, where precedential questions arise.

Benny participates in mock trials in the experts and arbitrators’ course, conducted by the Israeli Engineers Association. He is also a member of the Friends of Bar Ilan University.

  • Led the representation of Solel Boneh Infrastructure in complex arbitration proceedings regarding the Red Line project of the Tel Aviv Light Rail, involving claims worth hundreds of millions of NIS
  • Successfully represented the Minrav Group in numerous tender proceedings, including a court victory in a tender after achieving cancellation of a decision by Israel Railways’ tender committee
  • Represented a joint venture of Minrav-Sacyr Vallehermoso in a BOT project for a desalination facility worth NIS 1.5 billion, and successfully obtained injunctions against realization of bank guarantees
  • Successfully represented Y.R.A.B Company from the Veridis Group — the leader in waste disposal in Israel — in dozens of disputes regarding tenders
  • Successfully represented Magnazi Concrete Ltd. against a class action regarding concrete quality standards (the claim was dismissed)
  • Handled a precedential case that established precedent in tender law in a successful petition for Magnazi Infrastructure Ltd. against municipalities
  • Represents the Veridis Group in civil and administrative proceedings against the State regarding allegations of unlawfully receiving support grants and soil contamination in the Jordan Valley
  • Represents the Shikun & Binui Group in a monetary claim of approximately NIS 450 million regarding interpretation of the concession agreement in the Ministry of Defense’s Kiryat HaModiin project
  • Represents one of the streams in the Satmar Hasidic community in a broad dispute regarding control of the Hasidic sect’s assets and institutions
  • Represents business owners who purchased land in Jerusalem in a series of proceedings where it is claimed that the transaction is void due to the land being a religious endowment
  • Represents one of the shareholders in a leading real estate group in ongoing arbitration over corporate control and asset separation
