Adv. Hagai Doron is a partner at S. Horowitz, leading both the Antitrust & Competition Practice Group and the Media & Telecommunications Practice Group.
Throughout his career, Hagai has established himself as one of Israel’s leading competition lawyers. His expertise encompasses civil and criminal investigations by the Israel Competition Authority, guiding merger and acquisition transactions and other commercial deals in antitrust contexts, mergers and joint ventures, complex class action proceedings, and tender appeals.
Hagai provides strategic counsel on merger clearances, abuse of monopoly investigations, cartel proceedings, and competition disputes before the Restrictive Trade Practices Tribunal and at all levels of Israel’s civil court system. In this context, Hagai has particular expertise in guiding merger and acquisition transactions and other multi-jurisdictional merger proceedings in competition, antitrust, and other regulatory aspects.
Hagai is consistently recognized by international ranking guides as a leader in his fields, including being ranked in Band 1 by Chambers & Partners and as a member of the Hall of Fame by The Legal 500.
Additionally, Hagai has deep experience in telecommunications and media regulation, representing television and radio broadcasters, cable franchisees, internet service providers, and mobile network operators on regulatory compliance and business operations in Israel. His experience includes representing clients in Ministry of Communications tenders for broadcasting rights and telecommunications infrastructure.
Hagai is a member of the Lex Mundi Antitrust Committee and the International Bar Association Antitrust Litigation Working Group, thus taking part in shaping the regulatory field of competition law both domestically and internationally.
