Adv. Tomer Scheuerman is the co-head of the firm’s Cybersecurity and Privacy Group. He has extensive experience representing and advising clients on matters of privacy and data protection, e-commerce and consumer protection, spam, mobile applications, and data-related matters.
Tomer is an experienced litigator, and represents the firm’s clients in a broad range of civil, contractual, and administrative matters.
He has significant experience representing clients before all levels of Israeli courts, including in high-stakes class actions, petitions to the High Court of Justice, complex shareholder disputes, and other commercial and administrative proceedings.
Prior to joining S. Horowitz & Co., Tomer worked as a software developer at IBM’s R&D Laboratories (2005–2008).

– Representing Israel Electric Corporation in billion-dollar complex class actions, and petitions before the High Court of Justice.

– Leading real-time response to cyberattacks for domestic and international clients
– Representing one of the biggest infrastructure companies in Israel in arbitration estimated at hundreds of millions of dollars, regarding cybersecurity issues.
– Representing the First International Bank, in high-stakes data related class action.
