Shira is an associate in the dispute resolution department of the firm. She represents international and domestic companies, government companies, financial institutions and high net worth individuals on a broad range of civil and contractual matters, with a particular focus on reviewing and challenging the decisions of public authorities and public bodies in the administrative courts, disputes relating to the real estate and construction sectors, complex contractual disputes and tender related disputes.

Shira joined S. Horowitz & Co. in 2016 as an associate after having completed her internship at Herzog Fox & Neeman.

Other Activities

During her law studies, Shira worked as a research assistant in the area of pension taxation and as a teaching assistant in the course “Criminal Law” at the Hebrew University of Jerusalem.

In addition, Shira participated in the Clinical Legal Education Centerin the Faculty of Law at the Hebrew University of Jerusalem, where she provided pro bono legal assistance to the minority groups, and also serve as an academic tutor as part of the “Learning Communities” project, where she provided academic assistance to students living in the periphery. Shira also volunteered at the Task Group for Students with Disabilities at the Hebrew University of Jerusalem, where she acted to implement accessibility regulations in the University.

Shira was granted the “Kay scholarship for outstanding students” for 3 years.
